Responsibilities:
- Administer, develop, recommend, and implement personnelpolicies and procedures related to safety. Maintain an employee handbook andprocedures manual on all safety policies.
- Direct all Safety/Security Programs, includingtraining-related programs, and supervise other safety support personnel.Develop long-range departmental plans and goals to establish mission-relatedpriorities.
-Coordinate and manage all matters related to the agency’sWorker’s Compensation, Drug and alcohol, and Employee Assistance Programs (EAP)to ensure compliance with all applicable regulations.
- Promote effective employee relations and maintain a workingrelationship with union representatives, ensuring the governing rules of LaborAgreement and Performance Code/Company Policies and procedures are correctlyapplied.
- Advocate for a safe work environment and seek employeefeedback and participation in safety-related issues.
- Coordinate and work closely with other department managers toensure operational safety. Prepare and formulate written correspondences,operational and safety bulletins, notices, and other reports.
- Responsible for the development and management (includingupdates as needed) of the Emergency Action & Evacuation Plan.
- Conduct employee disciplinary review hearings and preliminaryfact-finding investigations arising from Safety Infractions/PreventableAccidents and/or violations of the Company's Drug & Alcohol Policy.
- Investigate and review vehicular accidents, including accidentreconstruction reports, police reports, witness statements, photos, video, andother information, including interviews. Assign Safety InfractionResponsibility (whether the accident could have been prevented).
- Liaison for attorneys and Risk Management for claims andlawsuits.
- Comprise and maintain all statistical data for the purpose ofaccident ratios per miles traveled and monthly and yearly reports for FTA,NCPTA, and NTD Safety & Security reporting.
